For 20+ years a single actor has dominated the market. When the claims registration process moves from the courts to the administrator on 1 July 2026, Acta brings wage guarantee and claims into one system, built to run alongside and replace Garanti XL.
Wage guarantee decisions are generated automatically per employee. The claims registration process is supported ahead of the 1 July 2026 reform, when responsibility moves from the courts to the administrator. All in one system.
The platform runs directly in the browser. Nothing to connect to existing systems, no IT effort, no installation. The case handler logs in and starts working.
The Acta Insolvens Pilot Program opens for five bankruptcy administrators starting in September. Six months free pilot.

Why the timing is now.
Two regulatory shifts lie ahead. The first is decided and changes the bankruptcy proceedings on 1 July 2026. The second is on consultation and proposes that the Swedish Tax Agency takes over wage guarantee case handling in 2027. Together they increase the total workload on the bankruptcy administrator and make digital support around intake, traceability and decision documentation significantly more valuable.
Several tasks currently performed by the courts will be moved to the bankruptcy administrator.
- 1 February 2025The Tax Agency took over payment
First step in the transition. The administrator still decides on entitlement and amount, but pre-payment controls have been tightened.
- 1 July 2026New bankruptcy rules take effect
The largest change to the bankruptcy act since 1987. Tasks currently handled by the court are moved to the bankruptcy administrator, including the claims registration process, making digital support more important than ever.
- 1 July 2027 (proposed)Wage guarantee reform proposed to take effect
SOU 2025:77 proposes that the Swedish Tax Agency takes over primary responsibility for wage guarantee case handling.
